The final 25 Year Environment Plan has been published, a year after an initial draft was distributed for public consultation The Government however says this is a dynamic document, and subject to change.

The plan is divided into six parts: environmental governance, healthy and sustainable cities, combating climate change, reducing pollution and waste, developing the green economy and ensuring healthy ecosystems.

Minister John Cortes discussed the plan with the UK Minister for Nature, Mary Creagh, who sent a video message of support on the day of its publication.

She said she looked forward to working with Gibraltar to bring this new vision to life.

The 25 Year Environment Plan - at a glance

Each area outlines strategic objectives for the coming decades, ranging from cleaner air and greener urban design to stronger protections for natural habitats and a transition towards low-carbon technologies.

Environmental Governance

This pillar focuses on strengthening Gibraltar’s environmental decision-making and legislative framework. It calls for a select committee on the Environment and Climate Change, the fitting of new schools with latest tech in environmental performance, a plan to ensure all teachers undertake carbon literacy training. It also reinforces the need for cross-border cooperation, including the establishment of a partnership with Morocco.

Healthy and Sustainable Cities

This section outlines measures to improve urban quality of life in a densely populated environment. It calls for a new Development Plan, the definition of net zero buildings and guidelines, the creation of new parks, the provision of smart metres to households and financial assistance for energy efficiency in the private sector.

Combating Climate Change

This pillar sets out Gibraltar’s approach to cutting greenhouse gas emissions and adapting to climate impacts. It targets a long term shift from cars and bikes to walking and cycling, an ultimate 70% of electricity from renewables, a shift away from a fuel-based economy, and ultimately becoming carbon neutral.

Reducing Pollution and Waste

Here the plan targets cleaner air, land and seas through stronger controls on pollution and more effective waste management. It promotes reduced plastic use, better recycling systems, and modernised waste infrastructure. Attention is given to preventing marine pollution and improving monitoring of air and water quality. The overall aim is a significant cut in environmental harm.

Developing the Green Economy

This pillar aims to stimulate economic growth through environmentally responsible practices and technologies, including green grants, a regulatory framework for start-ups and new business models and a move away from fuel.

Ensuring Healthy Ecosystems

This section focuses on protecting and restoring Gibraltar’s natural habitats on land and at sea. It highlights the need to conserve biodiversity, strengthen nature reserves, improve coastal and marine management, and enhance ecological resilience. The plan commits to the creation of a National Park, the extension of the Barcelona convention, and the creation of wildlife nurseries.
