Ministers from the EU have approved their mandate for post-Brexit trade talks with the UK.
The document was approved by the EU General Affairs Council on Tuesday.
It will be the basis for the negotiations, to be carried out by Michel Barnier.
The EU's position is that Gibraltar is not covered by the territorial scope of the negotiation, and that any agreement between the EU and the UK negotiated on the basis of the negotiating directives agreed today will not include the Rock.
The British Government has said it will be negotiating for the whole UK family, including Gibraltar.
Meanwhile, UK ministers have agreed the government's mandate for the negotiations, which begin on Monday.
The final agreement is due to be published online and presented in the UK Parliament on Thursday.
