Speaking in a personal capacity as the Gambling Commissioner, Andrew Lyman addressed the idea that the Government or its agents in this process could have done better.
He said in the evaluation period over the past two years, the gambling regulator had reached six regulatory settlements including financial settlements of £3.7 million.
Mr Lyman said his office was struggling to rationalise how this was not considered to be positive progress. He admitted it had left him with a sense of injustice, but added: "we must just get over that".
He also believes Gibraltar will be off the grey list in a year.
