Government invites expressions of interest for individual buildings at Road to the Lines

The Government is inviting expressions of interest for individual buildings at Road to the Lines, after deciding not to proceed with the wholesale re-development of the area as originally planned.

It's confirmed to GBC that the initial objective - to provide 100 low-cost rental homes - is no longer in place.

An Expressions of Interest process to transform Road to the Lines into a mixed-use development of residential and commercial units closed in October 2019. However, the Government said three out of the four entities who submitted proposals have pulled out, and a fourth bid was too low to consider, with the lockdowns slowing the process down further.

It says it has therefore decided to revert to an urban renewal model which has worked very successfully in other parts of the Upper Town. Instead of putting the entire area out to tender in one go, the Government is instead inviting Expressions of Interest in individual buildings whose tenants have already been decanted.

The Government says while few tenants remain, the process of relocating these is ongoing. It says, however, that the first of the unoccupied buildings is set to come out to tender tomorrow Tuesday: number 20, Road to the Lines.
