NC Secretary of State highlights opportunities between Sister Cities

Bonds formed between places like Gibraltar and Raleigh can last forever according to North Carolina's Secretary of State. 

Speaking to GBC, Elaine Marshall said understanding each other forms strong foundations for peace, economics and other areas like tourism. 

She believes the Sister Cities programme achieves this.
