The new inquiry legislation could be used to restrict the evidence the public may be privy to at the McGrail Inquiry.
The Chief Minister said the law, which is being passed as emergency legislation, is there for that reason but will not stop the the inquiry itself being able to see and examine all the evidence.
Fabian Picardo told GBC its use would always be in the public interest and not his own personal interest.
