Spain's secretary of state for the EU says nothing is blocking EU-UK negotiations. Pascual Navarro hopes a Gibraltar treaty could be ready by Christmas.

He told reporters in Brussels a text is on the table and they are "dotting the i's & crossing the t's" - though some practical administrative arrangements are pending regarding the role of Frontex.
