Three entities have been short-listed to deliver a presentation on their proposals for Rosia Bay.
It follows an invitation in November for interested parties to submit their plans to develop the historic area 'holistically'.
In answer to GBC questions, the Government said five applications to develop Rosia Bay and the overlooking former MoD AHQ building were received in total.
Three of these will now go before a panel.
Once a proposal is selected, it will be subject to public participation through the planning process and will require planning permission from the DPC.
At the time expressions of interest were invited, the preference was for a boutique hotel to be built at the site, together with an information centre on the history of the area.
The notice also referenced a bathing pavilion and other sea related activities, but gave no mention of a residential development.
When asked by GBC if there were any current residential plans for the area, the Government said the latest invitation for Expressions of Interest 'started from scratch', adding anything else that came before no longer applies.
