Two people have been arrested in La Línea by the Policía Nacional over an alleged migrant-smuggling network operating across the Strait.
Police say small boats were moved from the Cádiz coast to Ceuta, where migrants were picked up and taken to mainland Spain.
The crossings could cost up to nine thousand euros per person.
In a separate case, seven people were brought to La Línea in a five-metre boat.
According to Diario Area, five people have been arrested in the two investigations.
