The Chief Minister has defended the opening up the position of Commissioner of Police externally, saying it was something that had to be done.
Speaking at Owain Richard's swearing in ceremony, Fabian Picardo said people had to ask themselves why someone had been recruited externally for the first time since the 1990's.
He described it as a new chapter for the RGP.
