The Transport Ministry has announced the launch of a residential parking scheme for the Upper Town area.
It says this has been launched partly due to the feedback from residents in the area, and the increase in the number of non-resident vehicles taking up what are essential 'free' parking spaces in the Upper Town.
The parking scheme encompasses the area of Moorish Castle Estate and stretches up to Willis's Road, and will be the same as those set up at Laguna and Glacis Estates, with no charge for permits and no limits to the number of permits issued per household.
As with other zone permits, Upper Town residents will only be able to apply if they do not owe Government arrears.
In a press conference, the Ministry for Transport said parking will be made up of exclusive resident spaces for permit-holders, loading and unloading bays, accessible parking for blue badge holders, motorcycle bays and part-time visitor spaces.
The Ministry says it has worked with stakeholders in the area of the Moorish Castle Complex, where the tourist space overlaps with the residential space, to develop parking that works for tour operators during the day, and reverts to residential parking overnight.
There is already private parking in Moorish Castle Estate, and residents who own a private garage or parking space are asked not to apply for a permit if not necessary.
Minister for Transport, John Cortes, highlighted this launch is hoped to protect residential parking in a densely populated area from external demand.
It also supports the objective of reducing unnecessary vehicle circulation, which forms part of the ongoing Sustainable Traffic, Transport and Parking Plan.

The new parking scheme goes live in December, with a four week amnesty period, and enforcement starting on 18th January 2027.
