The Spanish press is continuing with its supposed leaks of the treaty text ahead of its publication.
This is expected on Thursday.
Europasur reports on a financial mechanism to promote cohesion between the Campo and Gibraltar, ensuring economic and social co-operation on a sustainable level playing field.
EuropaSur highlights the lack of detail in the treaty on areas such as reclamation, bunkering and oil spills but reports the treaty does mean Gibraltar will have to change fuel prices to ensure against unfair competition with the Port of Algeciras.
It states the Agreement will mean the introduction of measures equivalent to those in the EU.
Contrary to statements made over the weekend by the Spanish Foreign Minister, it says military personnel will be exempt from Schengen controls and visas although Spain will have to be kept informed of their identity.
However statements by Jose Manual Albares are echoed by the paper which says military equipment destined for the Gibraltar Authorities will have to be authorised by Spain, unless their use is temporary.
On aviation, the paper points to a Spanish/UK Join Venture company to supervise operations at the airport.
The paper also reports on the aspects of the treaty dealing with police co-operation, cross frontier workers and the Customs Union.
For its part the Telegraph also includes a story on the Treaty ahead of its publication.
It highlights the fact that sovereignty is parked and that anything signed shall not constitute the basis for any assertion or denial of sovereignty.
It also reports that cigarettes and alcohol will no longer be as cheap on the Rock as minimum EU excise rates will be applied from the 10th of April when the Treaty is expected to be implemented.
