The GSD is calling on the Government to apologise for failing to deliver on another promise.
This follows last week's meeting of the Development and Planning Commission.
The DPC discussed, and ultimately approved, new plans for the College of Further Education - now set to be built at Europa Point instead of by the Cross of Sacrifice.
The GSD refers to comments made to the Town Planner by Minister for Education, John Cortes, at the recent meeting of the Development and Planning Commission.
It said instead of "casting innuendos" on how officials do their jobs, Mr Cortes should accept responsibility for his lack of delivery.
The Opposition party says the GSLP-Liberals' 2023 manifesto sold the area of the Cross of Sacrifice as "the ideal site" for the College - but that now, the Government is using the "exact same spin" for a location at the other end of Gibraltar.
MP Damon Bossino says there are legitimate questions over whether Europa Point is the best location - given traffic considerations, and whether height massification could have been avoided with proper planning and foresight.
The GSD says the Government has clearly had to "nervously scramble" to locate another place, calling this a "haphazard and incompetent approach to planning".
