Attorney General says McGrail Report vindicates his inquiry position in full

McGrail Inquiry | 23rd December 2025, 19:19 | Published by GBC News

The Attorney General says the Openshaw report vindicates his position in full during the inquiry.

Michael Llamas says the report roundly rejects all allegations made against him by Mr McGrail.

In a statement, Mr Llamas duly notes two criticisms from the Chairman.

The Attorney General sets out the accusations he was facing:

1. Placing pressure, inappropriate pressure or otherwise interfering with the police investigation into operation Delhi

2. That he was complicit in seeking Ian McGrail’s removal from office.

Michael Llamas says Sir Peter Openshaw has fully and roundly rejected both allegations.

Mr Llamas says he regrets Ian McGrail resorted to such allegations and states

“I am part of the Government only as a lawyer, it’s most senior law officer. I would never engage in improper or inappropriate practices in carrying out public duties.”

The Attorney General says the report criticizes everyone including himself for the widespread practice of not keeping a record of official meetings.

Michael Llamas says he duly takes note of this and of the fact Government has already taken steps to remedy this practice.

He also duly notes the report’s finding that the Attorney General "should have exercised extreme caution before responding to Mr Levy’s call pursuant to what the Chairman acknowledged was the convention in Gibraltar of the Attorney General being regarded as the guardian of the public interest and being approached in the event of any allegation of abuse of power or process by the RGP."
