Planning permission is being sought to convert The Mount’s Main Residence into a boutique hotel overlooking the Bay.

The proposal aims to create small, high-quality accommodation within the historic site, while preserving its architectural and cultural significance.

The architect behind the scheme - Carl Viagas- is well known for his mix of old and new when it comes to designs – having lead on projects such as the leisure centre and Gibraltar International Bank.

The Mount’s development would see the careful restoration of the existing building, alongside the introduction of modern features - including a glazed atrium - designed to improve functionality while remaining visually sensitive to the site’s heritage.

With only a limited number of rooms, the aim is for the hotel to operate on a modest scale, supporting the wider masterplan for The Mount and complementing nearby facilities such as the Events Hall by providing on-site accommodation for guests and organisers.

Additional amenities including a gym, restaurant and lounge areas are also proposed, as part of a broader regeneration strategy that includes landscaped and recreational spaces.

The plans place a strong emphasis on sustainability, with features such as green roofs aimed at reducing heat, managing rainwater and enhancing biodiversity.

The Mount dates back to the late 18th century, originally established as a private residence during the period of the Great Siege, before later becoming an Admiralty residence for senior naval officers. Its history and rare woodland setting make it a significant heritage asset in Gibraltar.

Developers say the project seeks to balance conservation with modern use - securing the building’s long-term future while transforming it into a vibrant destination for cultural, social and economic activity.

Public comments on the proposal are invited, with a deadline of the 13th of April.
